The direct answer#

Short Answer

Rwanda is not a legal vacuum, and it is not an open offshore market either. The Capital Market Authority's Regulation Governing Leveraged Foreign Exchange Trading, published in the Official Gazette of 27 February 2024, requires a licence. On 11 December 2024 the Authority announced that it had not yet licensed anyone to carry on that business, including training related to it. Confirm the current licensee list before you rely on the December 2024 sentence.

Detailed Explanation

Article 4 of the regulation says no person may carry on, or pretend to carry on, business as a dealing leveraged foreign-exchange broker, a non-dealing broker, or a money manager without a licence. Article 26 sets the maximum leverage at 100:1 and requires the client to deposit initial margin of at least 1 percent of the opening position. Licensed firms may offer lower leverage. They may not point at Article 26 and then advertise 500:1.

The capital floor in the regulation is FRW 500 million for a dealing broker, FRW 300 million for a non-dealing broker, and FRW 100 million for a money manager. Client funds go to a segregated account at a bank licensed to operate in Rwanda. The regulation also defines margin stop-out protection and negative-balance style language in its definitions: a client's losing trade should not leave them owing the broker beyond the protections the text describes. Those duties bind licensees. They do not attach to a foreign website that never applied.

The National Bank of Rwanda supervises forex bureaus whose business is buying and selling foreign currency. The Bank says no person may transact in foreign currencies without its licence, and it points to the penal code for illegal exchange. A bureau licence is not a CMA leveraged-FX licence. Mobile money is a payment tool, not a CMA authorisation.

Example

A Kigali billboard says "CMA-ready forex" and shows a foreign logo. CMA-ready is not CMA-licensed. The December 2024 notice said the licensed set was empty. If a name appears on the licensee list later, the test is that list, not the billboard.

Common Mistake

Treating a BNR forex-bureau licence, or an MTN MoMo merchant code, as permission to collect deposits for an offshore CFD.

Professional Tip

Download the regulation PDF and the licensee page on the same day, and file the dates. The cross-country context is Is forex trading legal worldwide?. The brand note is XM in Rwanda 2026.

What 100:1 and segregation do not cover#

Short Answer

They protect clients of a licensed firm in the way the regulation states. They do not follow you onto an unlicensed platform.

Detailed Explanation

Rule in the February 2024 text Applies to Does not apply to
Licence duty (Article 4) Anyone carrying on the business in Rwanda A claim that "offshore" avoids the article
100:1 and 1 percent margin (Article 26) Licensed dealing and non-dealing brokers A foreign account at 500:1
Segregated account at a Rwandan bank Licensed brokers A foreign client-money account you have not read
FRW 500m / 300m / 100m capital Applicants for those three categories A Telegram signal group
BNR forex bureau licence Cash exchange Online CFDs

Giving a money manager your password is outside the regulation's idea of a licensed manager. Article 4 includes money managers in the licence duty. CMA's December 2024 notice also covered training offered as part of that unlicensed business.

Example

A coach sells a weekend course and then asks for MoMo payment "to the broker." The notice said training related to unlicensed leveraged FX was part of the warning. The MoMo receipt is not a CMA licence.

Common Mistake

Sending francs from someone else's phone because your own MoMo limit was reached. The name on the payment will not match the trading profile.

Professional Tip

Use the entity checklist and scam warning signs. If you only want to see position size, use the lot calculator. At 100:1, a 10,000-dollar position needs at least 100 dollars of initial margin under Article 26's 1 percent floor, before spread. That is the regulation's minimum margin, not a suggested risk budget.

Kigali clock#

Short Answer

Rwanda is UTC+2. In UK/US winter the overlap is about 15:00–19:00.

Detailed Explanation

Window (UK/US winter) Kigali
London About 10:00–19:00
Overlap About 15:00–19:00

Subtract one hour in UK/US summer. The local weekend is Saturday and Sunday. Market hours explains why the overlap is liquid. Liquidity is not a licence.

Example

A civil servant can watch the overlap before leaving the office. Watching is allowed as private study. Paying an unlicensed firm is the step Article 4 addresses.

Common Mistake

Assuming that because the regulation exists, every app in the store has been admitted.

Professional Tip

Re-check cma.rw/licensing/licensees on the day you are asked for money. A 2024 notice can go stale. Your screenshot should not.

Checklist#

  • Read Article 4 and Article 26 in the February 2024 regulation.
  • Open the current CMA licensee list and save a dated copy.
  • Do not confuse a BNR forex bureau with a leveraged-FX broker.
  • Do not pay a trainer's personal MoMo for "the broker."
  • For XM, read the brand note only as an application of this licence test.

Glossary#

  • CMA: Capital Market Authority of Rwanda.
  • BNR: National Bank of Rwanda.
  • Article 26: Maximum leverage 100:1 and initial margin of at least 1 percent, for licensed business.
  • Forex bureau: A BNR-licensed cash exchange business.
  • FRW: Rwandan franc.

Risk warning: Even at 100:1, leveraged trading can wipe out margin. Using an unlicensed firm adds a legal problem on top of market risk. This article is not personalised advice.

Frequently Asked Questions

Article 26 sets 100:1 as the maximum and requires initial margin of at least 1 percent. A licensed broker may offer less. An unlicensed site offering 500:1 is not using this article.

The regulation states FRW 500 million paid-up capital for a dealing broker, FRW 300 million for a non-dealing broker, and FRW 100 million for a money manager.

No. The National Bank of Rwanda licenses forex bureaus for buying and selling currency. Unlicensed currency exchange is a criminal matter under the materials on BNR's bureau page. That is not an online CFD licence.
