- Article 4 requires a CMA licence for leveraged FX business in Rwanda
- We did not find XM on that licence, and the Authority said on 11 December 2024 that nobody had been licensed yet
- Article 26's 100:1 maximum applies to licensed brokers; a higher XM leverage figure is evidence the contract is outside that article
- Segregation at a bank licensed in Rwanda is a licensee duty, not a feature of every foreign entity
- BNR forex bureaus and MoMo are not CMA licences
- A verified XM file does not close the licence gap

Quick Decision Framework#
Short Answer
Hold the XM file up to Article 4 of the leveraged FX regulation. The country explanation is Forex Brokers in Rwanda 2026. A verified badge is not on the licensee list.
Detailed Explanation
CMA's 11 December 2024 notice said no person had been licensed to carry on leveraged foreign-exchange trading, including related training. That sentence can age. The list is the update mechanism. XM's regulation page describes other countries' entities. We did not find a Rwandan CMA leveraged-FX licence among them.
If your agreement offers leverage above 100:1, it is not an Article 26 account. Article 26 is the maximum for licensed firms, with at least 1 percent initial margin. Segregation into a bank licensed in Rwanda is likewise a licensee duty.
Example
A reader in Musanze is verified and sees 1:1000 on a standard account. Article 26's ceiling for licensed business is 100:1. The screen is telling you the contract is outside the Rwandan article, not that CMA granted an exception by email.
Common Mistake
Showing a BNR forex-bureau sign, or a MoMo statement, as if it were the CMA licence.
Professional Tip
Save the licensee page as a PDF on the day you look. Use the entity checklist on the XM company name. Is XM safe? A regulation review only sorts the foreign group.
Payments and training rooms#
Short Answer
Do not pay a trainer, a bureau cashier, or another person's MoMo "for XM."
Detailed Explanation
| Request | Why it fails |
|---|---|
| MoMo to a personal number | Not the segregated client account of a licensee |
| Cash at a forex bureau "for dollars to trade" | BNR bureaus exchange currency; they are not CFD brokers |
| Password for a money manager | Money managers need their own CMA licence under Article 4 |
| Bonus deposit to get a higher tier | A banner is not a licence; see bonus credit |
| Leverage above 100:1 presented as normal | It is outside Article 26 |
The regulation's capital numbers — FRW 500 million, 300 million and 100 million — are how you recognise a serious applicant, not a person with a rented desk.
Example
A hotel workshop in Kigali charges FRW 50,000 for "CMA forex training" and then asks for a live deposit. The December 2024 notice named training related to the unlicensed business. Ask for the licence number on the CMA list before you pay either invoice.
Common Mistake
Funding a small test because verification already succeeded. The test payment is the step that needs the licence, not the passport upload.
Professional Tip
If you want the arithmetic of 1 percent margin, use the lot calculator. A 1,000-dollar position needs at least 10 dollars of initial margin at the Article 26 floor, and that floor is not a risk recommendation. Read negative balance protection only against the contract you actually have.
Clock#
Short Answer
Kigali is UTC+2. Winter overlap is about 15:00–19:00.
Detailed Explanation
The session is convenient. Convenience is not Article 4. Shift one hour earlier during UK/US summer. Market hours explains spreads. Spreads do not license the firm.
Example
You can replay a demo during the overlap without sending francs. The demo will not appear on the CMA list, and it should not be used to persuade relatives to pay.
Common Mistake
Treating a tight EUR/USD spread at 16:00 as evidence of Rwandan authorisation.
Professional Tip
Look at the licensee list in daylight, not during a bonus countdown at the overlap.
Checklist#
- Search the agreement's company on the CMA licensee list.
- If leverage is above 100:1, treat the account as outside Article 26.
- Do not pay personal MoMo or a forex bureau for a CFD deposit.
- Do not hand over a password to an unlicensed manager.
- Re-check the list on the day anyone asks for money.
Glossary#
- Article 4: The licence obligation for dealing brokers, non-dealing brokers and money managers.
- Article 26: 100:1 maximum leverage and at least 1 percent initial margin.
- Verified profile: XM's identity check. Not a CMA licence.
- MoMo: Mobile money. A payment channel, not a regulator.
- BNR bureau: A licensed cash-exchange shop. Not an online broker.
Risk warning: Leverage, even when capped, can remove your margin. An unlicensed firm is a separate legal risk. This article is not a recommendation to open an account.
Next step: read Forex Brokers in Rwanda 2026 and the live CMA list. Do not deposit because the XM profile says verified.
